I see teens and grown ass adults(that should know better) who are perfectly capable of walking ,using the mini shopping scooters to get around the store. I've instances of truly disabled people sitting at bench waiting for a scooter to become available. Truly pathetic, Walmart should make them available only to truly disabled individuals.
